Preah Sihanouk – from 27 – 28June 2014, Climate Change Department of the Cambodia Ministry of Environment conducted its annual staff retreat and a back-to-back final retreat for the Cambodia Climate Change Alliance (CCCA) with participation of CCD and CCCA staff, aiming to review progress, activities plan for next year, discuss other issues and agree on recommendations for the Department, particularly the performance of CCCA Phase 1, 2010-2014, and discuss workplan for CCCA Phase 2, 2014-2019.
During the first day of the workshop, CCD officials conducted their internal meeting to reflect the first semester achievements and develop a work plan and budget for the second half of 2014. The participants appreciated the many achievements made in strengthening staff technical capacity, building institutional and legal framework, coordinating the preparation of the Cambodian Climate Change Strategic Plan, resource mobilization, promoting cooperation, and aligning programme/project workplans with the CCD workplan. The Department is committed to further strengthening its capacity, addressing some of its weakness through enhancing reporting process, clearer devision of labor and responsibility and tracking the implementation of workplan and budget.
On the following days, CCD officials and CCCA staff totalling 34 people met to assess the 4.5 year achievements of CCCA Phase 1 which will come to an end by 30 June 2014. CCCA is among the important programme under CCD coordination that focuses on 5 priorities, namely, development of national climate change policy, improvement of access to climate change information and knowledge, climate change trust fund, increase in climate change resilience in coastal zone, and implementation of climate change trust fund.
Both CCD officials and CCCA staff actively involved in discussing progress, lessons learnt, challenges, and in elaborating workplan and budget of CCCA Phase 2 for 2014 and 2015. It's expected that CCCA Phase 2 will receive fund over 12 minllion USD for 2014-2019, focusing on 3 priorities:
- Climate change governance and accountability framework
- Domestic and external finance effectively oriented in support of climate resilient and low carbon development and
- Human and technological capacities.
