Strengthening Air and Climate Pollution Management in Cambodia

Background

There are several factors contributing to the degradation of air quality in Cambodia including vehicle emissions, road dust, industry, agriculture and power generation ect. Furthermore, it is observed that there is tendency of increasing the level of air and climate pollution in the atmosphere, while the responsible organization has insufficient monitoring equipment to monitor SLCP and air pollution from coal power plant, cement factory and other stationary sources; and lack of data platform for air quality monitoring and related data management capacities. To deal with those challenges, the Department of Air Quality and Noise Management (DAQNM), General Directorate of Environmental Protection (GDEP), Ministry of Environment (MoE) has proposed this project, which aims to enhance monitoring and management of air and climate pollution by increasing the capacity of DAQNM and provincial departments of MoE and improving inter- ministerial cooperation on policy related activities.

Overall Objective

Specific Objectives

1. Developing an updated sub-decree on Air Pollution Control, Noise and Vibration Management under the coordination of DAQNM;
2. Setting up a data platform on air quality monitoring and training DAQNM officer for using air quality monitoring system; and
3. Piloting monitoring of Carbon dioxide and the short-lived climate pollutants (SLCP) - mainly black carbon and air pollution from stationary sources and strengthening capacities on air quality management plan and reduction of SLCP emissions at national and sub-national level.

Approach

  • Current sub decree is not appropriated for the current social and economic development and the environmental pollution. Moreover, the emission standard, ambient air quality standard (example PM10 and PM2.5) and related technical guidelines are not included in the current sub decree. Therefore, National and international technical experts will develop new sub decree on Air Pollution Control, Noise and Vibration Management along with developing related Standards to leverage the effectiveness in implementing the new sub decree, including SLCP.
  • In Cambodia, coal power plants and cement factories are one of the major sources of air pollution and are also a main contributor to GHG emission. To address these issues, there is a need for acquiring the air quality equipment to monitor air pollution emission from these sources, including SLCP. DAQNM will pilot monitoring activities with a small number of private sector entities operating major stationary sources of emissions (coal power plants, cement factories and others);
  • Air Quality Monitoring Data Platform will be established and training for official from DAQNM and from Provincial Department of Environment will be offered. This is the new activities of air quality management in Cambodia. The results from this activities public and stakeholders can get more information on air quality in Cambodia.

  • Conducting pilot projects on emissions control from two coal power plants in Sihanoukville Province and cement factories in Kampot Province and other stationary pollution sources at other provinces in the scope of the project sites (Phnom Penh Municipality, Kandal, Kampong Speu, Siem Reap, Battambang, Utdor Meanchey, Kampong Cham Provinces.) focusing on air pollution parameter including PM10, PM2.5 TSP, SOx, NOx, O3, Pb and SLCP (mainly black carbon)
  • Conducting meeting and follow-up visits
  • Increasing capacity on SLCP mitigation among government and provincial officials involved in the project
  • Recruiting resources person to conduct capacity building on SLCP mitigation to provincial and government officials
  • Conducting training courses on SLCP mitigation to officials at national and sub national levels
