H.E Tin Ponlok in JP 31 Oct 2014 Yokohama City - H.E. Tin Ponlok, Secretary General of the National Council for Green Growth of the Ministry of Environment​, participated in the Third East Asia Low Carbon Growth Partnership Dialogue​ in Japan​ on 31 October 2014 which was organized to share experiences and knowledge, to exchange ideas, and to discuss issues of common interest to support respective country low carbon growth.

In his opening remarks, H.E. Tin Ponlok emphasised that while adaptation is of paramount importance for Cambodia, the country sees mitigation as an opportunity to embrace more climate-friendly technologies with their many co-benefits, in addition to GHG emission reduction. He also shared some of Cambodia's experiences in government-private sector collaboration and technology transfer for low carbon growth, mainly in the context of Clean Development Mechanism (CDM) project implementation as below:

  1. Cambodia has been active in implementing CDM projects: up to date 10 CDM projects have been registered by CDM Executive Board with total emission reduction of over 2m tCO2-eq per annum.
  2. Besides CDM, Cambodia has made significant efforts in implementing mitigation projects via other schemes such as REDD Plus and voluntary carbon market.
  3. In cooperation with Japan, Cambodia is starting preparatory work to support the implementation of the Joint Crediting Mechanism (JCM) and a few potential JCM projects have already been identified in the pipeline.
  4. Technology transfer should be multifaceted and should involve at least equipment, know-how and relevant information, human capacity building and financial resources.
