On April 11, 2014, the signing ceremony of “Low Carbon Growth Partnership between the Cambodian side and the Japanese side” was held at Cambodiana Hotel between H.E. SAY Samal, Minister of Environment and H.E. Mr. KUMAMARU Yuji, Ambassador of Japan to the Kingdom of Cambodia.

The global warming is a serious problem all the countries in the world are faced with and various measures have been introduced to reduce the emission of greenhouse gases as a cause to this problem.

In this context, the Kingdom of Cambodia and Japan, in pursuit of the objective of the United Nations Framework Convention on Climate Change and of achieving sustainable development, decided to promote the Low Carbon Growth Partnership. Cambodia and Japan will cooperate to reduce the emission of greenhouse gases in Cambodia through the Joint Crediting Mechanism (JCM) and to contribute to the global efforts for countering global warming.

Joint Crediting Mechanism (JCM)

The JCM is a mechanism to facilitate diffusion of leading low carbon technologies, products, systems, services, and infrastructure as well as implementation of mitigation actions, and contributing to sustainable development of developing countries. It appropriately evaluates greenhouse gasses emission reductions from, or removals by, the mitigation projects including the forest sector under the JCM in a quantitative manner, by applying measurement, reporting and verification (MRV) methodologies, and use them to achieve Japan’s emission reduction target and Cambodia’s nationally appropriate mitigation actions. Japan has so far signed the bilateral document to establish the JCM with 10 countries, namely Mongolia, Bangladesh, Ethiopia, Kenya, Maldives, Vietnam, Laos, Indonesia, Costa Rica and Palau.
