Cambodia Climate Change Response Strategic Plan 2024–2033 Officially Launched

The Cambodia Climate Change Response Strategic Plan 2024–2033 (CCCSP 2024–2033) was officially launched on May 22, 2025, at the Ministry of Environment, under the chairmanship of His Excellency Dr. Eang Sophalleth, Minister of Environment and Chairman of the National Council for Sustainable Development. The ceremony was also attended by His Excellency Igor Driesmans, Ambassador Extraordinary and Plenipotentiary of the European Union Delegation to Cambodia, and Ms. Alissar Chaker, Representative of the United Nations Development Programme (UNDP) in Cambodia, along with national and international dignitaries, representatives of ministries, institutions, sub-national administrations, academic institutions, the private sector, and many civil servants of the Ministry of Environment.

His Excellency Sum Thy, Director General of the Department of Policy and Strategy at the Ministry of Environment, stated that the CCCSP 2024–2033 focuses on reducing greenhouse gas emissions, strengthening climate change adaptation capacity, and promoting good governance and digital transformation.

Ms. Alissar Chaker emphasized that the CCCSP 2024–2033 is not only a policy document, but also a comprehensive roadmap for achieving Cambodia’s climate change response vision of “carbon neutrality and climate resilience through sustainable and inclusive development.”

“Our main objective is to promote Cambodia's progress on green growth and sustainable development, leaving no one behind, taking into account the participation and needs of all stakeholders, and addressing vulnerabilities to climate change, especially by strengthening the resilience of the most vulnerable groups,” she said.

His Excellency Igor Driesmans reaffirmed the EU’s commitment, stating: “We aim to mobilize European companies and investors in green finance by promoting innovative financial instruments such as blended finance and risk-sharing mechanisms.” These efforts aim to support the implementation of sustainable renewable energy projects, climate-smart agriculture, and resilient infrastructure, boosting economic growth, job creation, and environmental protection.

On this occasion, His Excellency Dr. Eang Sophalleth highlighted the importance of the CCCSP 2024–2033, noting that it supports the implementation of the first phase of the Royal Government of Cambodia’s Five-Point Strategy and the country’s commitment to achieving carbon neutrality by 2050. He emphasized that the CCCSP is a national framework and not solely the responsibility of the Ministry of Environment, requiring active participation from all relevant sectors to translate the strategic plan into tangible results. He identified key sectors contributing to greenhouse gas emissions that require urgent action, including energy, industrial processes and product use, forestry and agricultural land use, and waste.

Additionally, His Excellency the Minister of Environment expressed his sincere gratitude to Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of Cambodia, for his support and endorsement of the Cambodia Climate Change Strategic Plan 2024–2033. This support reflects the Royal Government’s unwavering commitment to addressing climate change and ensuring a sustainable future for all Cambodians.
