On February 11, 2025, the first MoE Core Team meeting on the development of NDC 3.0 was held, led by H.E. Sum Thy, the Director General of Policy and Strategy and Project Director of NDC 3.0. The meeting included participation from Mr. Long Sona, Project Manager; Ms. Laura Pretto, UNDP Climate Change Specialist; representatives from MoE (DCC, DAPF), and NDC project officers, totaling 10 participants.
The meeting aimed to discuss the following topics:
- The overall process, mapping, and work plan for the development of NDC 3.0.
- Modeling in mitigation sectors, including selection of the baseline year, defining the reference data for the baseline, setting targets, and listing table of measures for line ministries, which will need to be approved by MoE.
- Key takeaways from the Inception Workshop.
- The formulation of the MoE Core Team.
Outcomes and Next Steps:
- The MoE Core Team was established and agreed upon.
- The year 2020 will be considered the baseline year for NDC 3.0 if 2020 FOLU data will be made available (if not, 2016 will be used). MoE to confirm if 2020 FOLU data will be made available by coordinating with the management of REDD+ .
- The first Biennial Transparency Report (BTR1) will be used as a reference for the baseline year.
- Mr. Long Sona will coordinate with BTR1 consultants and request proposed draft questions prior to discussions with them.
- Both relative and absolute targets will be calculated - final decision on which one to include in the report is postponed.
- MoE agrees to use an open-source model like PROSPECT+
- MoE will draft a letter to line ministries, sharing a template with information and data necessary for NDC 3.0 and for updating the NDC/LTS4CN online tracking system. The proposed templated is agreed on.
