Placing current needs in the context of Cambodia’s success to date in developing climate change policy, the policy brief recommends that, for the policy to be effectively implemented, institutional capacity needs to be built. Co-creation of knowledge is a participatory approach to learn and raise capacity, which enables participants to be active in generating understanding of climate change related issues, and in identifying implementation steps that are relevant to the technical specialism of their department, community or institution.
