On the 26th of July, in Siem Reap, the Ministry of Environment (MoE) organized a consultation meeting to review the first drafts of sectoral climate change strategic plans developed by key line ministries. The outcomes of this consultation meeting contribute to align the drafts that will be compiled as one national strategic plan: the Cambodia Climate Change Strategic Plan (CCCSP).

 

The CCCSP aims to enable Cambodias’ participation in global drive towards a climate‐resilient economy and to support the Cambodia’s sustainable goal. “I strongly believe that the CCCSP that we are preparing is a crucial tool to effectively address the current and future climate change issue” said by H.E Thuk Kroeun Vutha, Secretary of State of MoE in the 1st consultation meeting to review the CCCSP in Siem Reap Province. He added that the CCCSP has to support the four pillars of the Good Governance of the rectangular strategy and has to precisely follow the main priorities of the government. This strategy will lead to measurable actions at both national and sub national level in the near future.  

The CCCSP covers 16 priority sectors and cross cutting issues. So far, 8 ministries and 1 government institution are engaged to develop the sectoral plans: the Ministry of Agriculture, Forestry and Fishery, the Ministry of Health, the Ministry of Water Resource and Meteorology, the Ministry of Education, Youth and Sport, the Ministry of Public Work and Transportation, the Ministry of Rural Development, the Ministry of Industry Mine and Energy, the Ministry of Women’s Affairs and the National Committee for Disaster Management.

The draft CCCSP, will be completed with the contributions of each of the above ministries and institutions, then compiled and submitted to the government for approval. Significantly, the prioritized plans listed in the CCCSP aim to integrate the National Strategic Development Plan 2014 – 2018, addressed by H.E Secretary of State of the Ministry of Environment (MOE).

The MOE, with the support from the Cambodia Climate Change Alliance (CCCA), has coordinated the above ministries and all CCCSP development processes since late 2011. As the result from these combined efforts, the CCCSP is reaching its first review and is expected to move steadily toward a finalization stage at the end of this year.
