CCCSP-SRP-3Siem Reap – 19th - 20th June 2014, a Dissemination Workshop on the Cambodia Climate Change Strategic Plan (CCCSP) 2014-2023 was organized by the Climate Change Department (CCD) of the Ministry of Environment in cooperation with the United Nations Development Programme (UNDP) and the Cambodia Climate Change Alliance (CCCA) in Siem Reap province.

The workshop was presided over by H.E. Tin Ponlok, Secretary General of National Council of Green Growth with 70 key actors of sub-national climate change intervention, including Provincial Departments, Local Fisheries Administration and Local Forestry Administration from Kampong Thom, Siem Reap, Oddor Meanchey and Preah Vihear, are invited to learnt on the climate change policy, CCCSP, and to share experiences on how to integrate and mainstream climate change into local planning at sub national level.

In his opening remarks, H.E. Tin Ponlok, Secretary General of the National Council on Green Growth of the Ministry of Environment, pointed out that CCCSP 2014-2023 is the first-ever comprehensive national strategic plan to guide responses to climate change in Cambodia through adaptation, mitigation and low-carbon development. He further noted that the document was launched by Samdech Prime Minister Hun Sen in November 2013, reflecting the high commitment of the Royal Government to address climate change towards the national development and contribution to the globe in greenhouse gas emission reduction. He finally expressed that CCCSP will serve as the basis for a more coordinated response to climate change at both the national and sub-national levels.

The event was running by 2 main sessions. 1st Session focused on 1) presentation general concept of climate change includes causes, impacts and responses and 2) CCCSP formulation process, its 3 objectives and 8 strategic objectives; 3) cross cutting issues; and 4) experiences in climate change mainstreaming at the sub-national level. 2nd session was started through 4 groups’ discussion to identify the CCCSP strategies that directly address the needs of each province in responding to climate change and how these strategies can be used in their respective planning processes.

This is the 3rd regional CCCSP dissemination workshop came after coastal zone and Tonle Sap southern provinces. Up to date, over 220 key officials perceived the understanding of the 10-year strategic plan covering 15 provinces, Kampot, Kep, Preah Sihanouk, Koh Kong, Takeo, Kampong Speu, Kampong Chhnang, Pursat, Battambang, Banteay Meanchey, Pailin, Kampong Thom, Siem Reap, Oddar Meanchey and Preah Vihear.
