MWorkshopIIEDPhnom Penh: 26 November 2014, a workshop on Monitoring and Evaluation (M&E) Framework for Measuring Climate Change Response was initiated for Transport Sector with participants from Ministry of Public Works and Transport (MPWT), Climate Change Department (CCD) of Ministry of Environment (MoE), Cambodia Climate Change Alliance (CCCA) and relevant NGOs with 32 people in total.

The workshop was organized through collaboration between MPWT and MoE, under financial support from the International Institute for Environment and Development (IIED), and CCCA.

H.E. Nhem Saran, Under Secretary of State of MPWT, expressed that “MPTW has mainstreamed climate change responses into its own sector; and through this workshop, institutional indicators, baseline data and M&E framework for measuring Climate Change Action Plan (CCAP) implementation in Transport Sector will be identified.

H.E. Tin Ponlok, General Secretary of National Council for Green Growth of the Ministry of Environment, underlined climate change impacts on infrastructures, particularly national and provincial roads, bridge and drainage, which cause severe losses to the national budget. Therefore, he emphasized the importance of the establishment of national and sectoral M&E frameworks which is one of the strategies under the Cambodia Climate Change Strategic Plan (CCCSP).

Today workshop focused on sharing lessons on national climate change response and national M&E framework, moving from CCAP to Actions for Transport Sector, M&E framework for adaptation, and use of Tracking Adaptation and Measuring Development (TAMD) approach in the National M&E Framework for Climate Change in Cambodia and its relevance to MPWT. The indicator framework on Institutional readiness and Indicator framework for assessing Impacts and results were discussed with stakeholders through parallel working group sessions during the afternoon.

The establishment of a national framework for M&E of climate change responses is one of the priority actions identified in the (CCCSP). The Monitoring and Evaluation system for adaptation is particularly important for the country to be (a) able to judge best next adaptation investments, (b) bargain harder for climate finance (c) ensure aid effectiveness (e) as well as avoid proliferation of development partner driven reporting requirements.
