Pre CoP 21Phnom Penh, 19 November 2015: Minister of Environment, H.E. Say Samal, who is also the chairperson of the National Council for Sustainable Development (NCSD), presided over the Cambodia’s Pre-21st Conference of the Parties (CoP 21) meeting with the aim to provide a room for Cambodia’s delegators getting in depth understanding on the overview of CoP 21, agenda, preparations and Cambodia’s positions to be brought for negotiation in the UN climate conferences in France’s Paris from 30 November to 11 December 2015.

H.E. Tin Ponlok, Secretary General of the NCSD (GSSD), presented Cambodia’s positions approved by the Prime Minister. Key aspects of the​ government’s positions relates to 1) adaptation and carbon financing, 2) Financing climate change action by including Measurable, Reportable and Verifiable (MRV) and private sector engagement, 3) Cambodia’s INDCand 4) financial support for Cambodia to address to climate change issue.

Mr. Sum Thy, Department Director of Climate Change of the GSSD, then, presented key points of the overview CoP 21 negotiation, arrangement, agenda and side event that Cambodia will chair a specific workshop in adaption fund.

The Cambodia’s delegators, totally 39 from 8 ministries/agency are highly led by His Majesty King Norodom Sihamoni and accompanied by a total 28 delegators. The ministries/agency includes Ministry of Environment, Ministry of Royal Palace, Ministry of Agriculture, Forestry and Fisheries, Ministry of Women’s Affairs, Ministry of Industry and Handicrafts, Ministry of Economy and Finance, National Committee for Disaster Management and GSSD.

The CoP 21 also known as 2015 Paris’s Climate Conference is an annual meeting of the member states under the UNFCCC, participating over 50,000 people consisted of state’s delegators, media, NGOs and investigators. This CoP 21 is the first time in over 20 years of UN negotiations, aim to achieve a legally binding and universal agreement on climate, with the aim of keeping global warming below 2°C.
