Phnom Penh - 11 November 2014, Climate Change Department of the Ministry of Environment acting as the Secretariat of National Climate Change Committee organized “Climate Change Technical Team meeting” to discuss the CCCA Grant Facility and Cambodia’s position for the 20th Conference of the Parties (CoP 20) to the United Nations Framework Convention on Climate Change (UNFCCC). With support from Development Partners, namely EU, UNDP and Sida, the Cambodia Climate Change Alliance (CCCA) Phase 2 is designing 3 grant windows for implementing the priority actions of the climate change action plan, coordinating mechanism and research. CCCA Phase 2 was launched from July 2014 to June 2019 with total budget of about 12.4 million dollars.

Mr. SUM Thy, Director of Climate Change Department and the CCCA Program Manager of the Ministry of Environment, lead the discussion. He reminded that the government has approved the Cambodian Climate Change Strategic Plan (CCCSP) in late 2013 as the important step to address climate change. Meanwhile, key line Ministries have also completed or are currently preparing their Climate Change Action Plan (CCAP). He stressed that it is time to act in implementing both CCCSP and the sectoral CCAP though CCCA grant. Finally, he expressed appreciation to CCCA Development Partners for their continued support to the program.

Mr. Julien Chevillard, CCCA Trust Fund administrator explained the key criteria to be taken into consideration for developing a proposal. He informed CCTT of the proposed arrangements for the various funding windows.

  1. Grant window 1 is designed for Government ministries and agencies with an approved Climate Change Action Plan. He urged Ministries to complete their action plan as soon as possible in order to be eligible to receive the fund. The total fund available for this window is approximately USD 3.6 million.
  2. Grant window 2 is designed for Government ministries and agencies with a coordination role for climate finance: Ministry of Economy and Finance, Council for the Development of Cambodia, Secretariat of the National Committee for sub-national Democratic Development and Ministry of Planning. The total fund available for this window is estimated at USD 400,000.
  3. Finally, grant window 3 is designed for research and innovation activities, with an estimated budget of USD 1,500,000, and will be open to applications from Government, NGOs and universities/research center.​ Following the discussion with CCTT, the finalized arrangements will be submitted to the CCCA board for approval.

In addition to the CCCA grant facility, CCTT was also informed about the 20th Conference of the Parties to the United Nations Framework Convention on Climate Change, which will take place in Lima from 1 to 12 December 2014. Mr. SUM Thy highlighted the key meetings, the CoP agenda and Cambodia’s position. He mentioned that key Cambodia positions will remain unchanged as declared by His Excellency Minister of Environment at the UN-Climate Submit in September 2014 in New York.
