National consultant to identify gaps and needs for revitalising Tonle Sap Authority and the SR watershed management committee

The Tonle Sap Basin (TSB), encompassing 85,790 km² across seven provinces in Cambodia, is home to approximately 4 million people, many of whom rely on the basin’s rich biodiversity and ecosystem services for their livelihoods. However, the region faces severe environmental degradation, with over 1.7 million hectares of forest lost between 2006 and 2022 due to illegal logging, agricultural expansion, infrastructure development, and climate change. This degradation threatens biodiversity, ecosystem services, and the cultural heritage of the area, including the Angkor Archaeological Area.

With guidance from and reporting to the Project Manager, the Consultant will work closely with the Project Coordinator. When conducting the comprehensive policy analysis, the consultant will contribute to the Output 2.1: Revitalised multistakeholder watershed forums and the following project activities:

  • Activity 2.1.1: Strengthen capacity and refine the mandate of the TSA. The existing TSA will be revitalised, revising its mandate to accommodate the IWM plans and policies supported under Outcome 1. The composition of the authority will be assessed to ensure full representation across all relevant sectors, along with clear articulation of roles and responsibilities. Part of the mandate of the TSA will be to coordinate vertically between national, provincial and district level authorities, including the local-level watershed forums. Systems will also be developed to firm up long-term funding of the authority. Under this activity, the project will work with government agencies to identify and develop systems to secure long-term funding of the authority that will enable them to work in a consistent and well-structured manner as opposed to only convening to resolve issues. Potential finance source might include public budgets, as well as leveraging funds through the financial mechanisms being established under Outcome 3.
  • Activity 2.1.2: Revitalise the multistakeholder SSR Watershed Forum. A multistakeholder forum will be established to streamline engagements and collaborative management in the SSR Watershed, merging various other forums and committees that have previously been established – most of which are not fully functional. The forum will include representatives from provincial government departments and administration, as well as private sector, NGO and civil society — including at least 30% women representation.
  • Activity 2.1.3: Host annual coordination workshops for watershed forums and the TSA. To facilitate the effective operation of the watershed forums, particularly in terms of meeting their mandate to represent the needs of the local communities and businesses, annual workshops will be hosted in Seam Reap. The workshops will bring together a broad range of stakeholders — including public and private sector, NGOs, civil society, and local communities — to discuss matters related to watershed management, ensuring that management approaches stay relevant and adaptive to changing conditions on the ground.
