National consultant for policy briefs

The Tonle Sap Basin (TSB), encompassing 85,790 km² across seven provinces in Cambodia, is home to approximately 4 million people, many of whom rely on the basin’s rich biodiversity and ecosystem services for their livelihoods. However, the region faces severe environmental degradation, with over 1.7 million hectares of forest lost between 2006 and 2022 due to illegal logging, agricultural expansion, infrastructure development, and climate change. This degradation threatens biodiversity, ecosystem services, and the cultural heritage of the area, including the Angkor Archaeological Area.

With guidance from and reporting to the Project Manager, the Consultant will work closely with the Project Coordinator. When conducting the comprehensive policy analysis, the consultant will contribute to Output 1.1: Policy briefs developed for integrated watershed management and financing and the following project activities:

  • Activity 1.1.1: Conduct a comprehensive, multi-sectoral policy review and gap analysis. In the first year of implementation, the project will apply the diagnostic tool being developed under the Global Coordination Project for the Ecosystem Restoration Integrated Programme to analyse barriers and opportunities to strengthen enabling conditions that support ecosystem restoration. The application of the tool will be accompanied by a comprehensive review of the key policies related to land management and community development in Cambodia (see Annex 18 Policies Baseline). The review will include assessment of risks related to stakeholder participation, selection of social and environmental priorities and institutional gaps that together may impede the implementation of integrated watershed management (IWM) strategies if not accounted for when revising policies. In all instances, the reviews will consider the needs of women, and consultation in the review process will include women’s representatives.
  • Activity 1.1.2: Draft and validate policy briefs. Based on the outcomes of the diagnostic tool and policy review – and drawing on global best practices – policy briefs will be developed to address the gaps and opportunities identified to create an enabling policy environment for integrated watershed management (IWM). The briefs will include an overarching cross-sectoral policy, supported by sector-specific policy recommendations to ensure full mainstreaming across all sectors. Preparation of the briefs will involve detailed consultation with relevant stakeholders (ensuring adequate representation of women), and once developed, a validation meeting will be held with national-level stakeholders to finalise and agree on the briefs.
  • Activity 1.1.3: Train key decisions makers on the contents of the policy briefs. Once the policy briefs are developed and validated, decision makers at the national and provincial levels will be trained on the concepts underpinning the IWM approach and on how to implement the policy recommendations. This will include training on the cross-sectoral nature of IWM, and the importance of fully engaging water multi-stakeholder coordination platforms (see Output 2), as well as practical steps for decision-makers to adapt and support the policy implementation. Training will target both men and women.
