Enabling Actions

This section provides a summary of enabling actions submitted by the line ministries. In total, there are 29 prioritised enabling actions representing six sectors: education, gender, governance, information, knowledge sharing and policy and planning. Engagement of the private sector, gender, children, and youth play a critical role in the work to address climate change across all sectors.

Institutional Readiness

Capacity of national institutions to manage climate risks is critical to the successful implementation of the country’s climate change response. The NCSD, with the help of the multi-ministerial climate change technical working group (CCTWG), tracks progress made in the development of institutional capacity in 5 key dimensions:

    Unit

    Knowledge, Attitude, and Practices (KAP) on Climate Change

    The KAP studies are conducted every 5 years with the purpose of informing the design of future awareness raising efforts and of mechanisms and interventions to engage different groups of Cambodia’s society to be effective agents of change in responding to climate change challenges. Based on KAP3, there is still limited understanding of the term ‘climate change’ among Cambodians. While nearly three-quarters (72%) of respondents said they had heard of the phrase, only one-third (33%) said they knew what it meant. On the other hands, Cambodians reported that they are well-prepared for extreme weather such as heatwaves, storms, droughts or floods and they are very or fairly willing to make changes in the future. Nearly all Cambodians said they were taking at least one action.
