Cambodia is conditionally committed to reducing greenhouse gas emissions in response to climate change, in partnership with the international community.
The Ministry of Environment has finalized the third Cambodia's Nationally Determined Contribution (NDC 3.0), as part of the commitment under the Paris Agreement on climate change. This is marking as reaffirmation of the Royal Government of Cambodia’s strong commitment to addressing climate change alongside the international community, said by His Excellency Dr. Eang Sophalleth, Minister of Environment, at the closing ceremony of the validation workshop on the afternoon of July 4, 2025, at the Ministry of Environment. The event was attended by Ms. Alissar Chaker, Representative of the United Nations Development Programme (UNDP) in Cambodia, and Mr. Jo Scheuer, UN Resident Coordinator to Cambodia, as well as His Excellencies, Ladies and Gentlemen, leaders, civil servants from the Ministry of Environment, representatives from various ministries and institutions, national and international partner organizations, and numerous development partners.
On this occasion, His Excellency Dr. Eang Sophalleth congratulated the efforts made by the General Directorate of Policy and Strategy, Ministry of Environment on the successful completion of NDC 3.0 within seven-months. This achievement is a source of pride for the Royal Government of Cambodia, under the wise and visionary leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia. This sucees is made based on the strong commitment and leadership on climate action set by Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate and President of Supreme Privy Council to His Majesty King of Cambodia.
His Excellency Dr. Eang Sophalleth also emphasized that the main goal of the NDC 3.0 is to take climate action, while contribution to sustainable development, climate-resilient, and low-carbon development in Cambodia through the implementation of both climate adaptation and greenhouse gas mitigation measures across key sectors. The Ministry of Environment received strong support and participation from all stakeholders including the national and sub-national levels, local communities, and development partners, such as the European Union (EU), the United Nations Development Programme (UNDP), UNICEF, Oxfam, and others for NDC 3.0 development.
It should be noted that NDC 3.0 includes a total of 163 climate response measures, in which 49 aimed for greenhouse gas mitigation emissions actions, 74 for climate adaptation, and 40 classified as enabling measures. Cambodia’s NDC 3.0 sets a conditional target to reduce greenhouse gas emissions by 54%.
The Royal Government of Cambodia plans to submit the NDC 3.0 to the Secretariate of the United Nations Framework Convention on Climate Change (UNFCCC) ahead of the 30th United Nations Conference on Climate Change (COP30), which will take place in November 2025 in Brazil.
