Cambodia is among the countries most vulnerable to climate change. Vulnerability is due in part to the fact that climate hazards are becoming more frequent and intense, and also to the limited capacity of the state and its people to adapt. Recognizing the vulnerabilities, the Royal Government of Cambodia has made every effort to address climate change, as set out in the National Strategic Development Plan and Government Rectangular Strategy since its first mandate to the present. Climate change has since become increasingly a priority for the Royal Government of Cambodia.
