Cambodia submitted her Long-Term Strategy for Carbon Neutrality (LTS4CN) on 30th December 2021, which provides a vision for the country to achieve carbon neutrality in 2050 while ensuring the
coherence of short-term climate action with long-term climate goals, and considering the balance
between emission reduction, economic growth, social justice, and climate resilience. The strategy
focusses on six sectors – agriculture, forestry, and other land use (FOLU), energy, transport, industrial processes, and product use (IPPU) and waste.

Now, the LTS4CN as a vision, needs to be implemented, integrating multiple stakeholders, national and international climate change, and allied processes, including alignment between the NDC and the LTS4CN. This implementation plan aims to further elaborate the long-term vision into clear policy
pathways that guide Cambodia in meeting her commitment under her Updated NDC and towards net zero emissions by 2050.
